The following definition In the law of the Russian Federation "About certification of products and services" is given: "Certification of products is activity on acknowledgement of products conformity to the established requirements". Certificate of conformity - the document given by rules of certification system for acknowledgement of conformity of certificated production to established requirements.

Certification may have obligatory or voluntary character, depending on, whether there is a necessity for strict observance of requirements of existing standards or other normative conditions.

Voluntary certification is related to those kinds of products which are outside obligatory requirements on quality and safety. By providing the voluntary certification of product the manufacturer has an opportunity to receive independent confirmation of qualitative and technical advantages of product for the buyer.

Export of products to the Russian Federation is particularly regulated by the law accepted in February, 1992 on protection of rights of the consumers. Standards of GOST, sanitary rules and norms (SanPiN), building norms and rules (SNiP), rules, norms and instructions of the state technical supervision of Russia concern to these documents.
